Wow, firstly I'd like to say you hit the gene jackpot what with the blue eyes and blonde hair (if it's natural).

Smoky eyes look amazing on light skin and blonde hair because it makes you eyes stand out SO much more. Especially that your eyes are blue, it would look amazing.

Lavender eyeshadow will really bring out the blue in your eyes, as will lighter colors with a bit of a pearly shine.

Don't use blue eyeshadow, besides for going out in the 80s, it detracts attention from your blue eyes (If you're very keen on blue, find the lightest shade possible). Gold and brown are no-go either, as they will make the rest of your face seem washed out and clash with your eye color, making the blue look more dull.

Try draw attention to either your lips or eyes, never both at the same time, or you'll look like your wearing too much make up.

I could go on about this all day and night, but I'll leave it at that. I'd suggest looking for pictures of Scarlett Johansson or some other celebrities (can't think of any others) with similar skin tone, eye and hair color and seeing which make up you like on them and try it out! And don't be afraid to mess up, ask anyone who's lived through the 80s, we've all looked like circus clowns at some point :-)
this season is ALL about the natural look

try some brown (not black) mascara. this will lengthen your lashes without standing out too much. i recommend CoverGirl (blue tube) in dark brown.

for parties, dust a bit of lightly shimmering powder over your lids, this is dazzling, but not over the top

go easy on the blush, blonds with too much blush can turn out unflattering and overdone

for the lips, swipe some gloss over. if you have eye shadow, skip the glittering stuff, go for sheer. if you aren't wearing eye shadow, go for a lightly sparkling gloss. if you're the daring type, try a Bath and Body Works Lip Stain and Gloss Duo Stick.

I know this is a lot, but it's better to have too much to work with, than too little.

Keep it crisp, clean, and fresh. For holiday parties, try using a little glitter liner- Urban Decay has some that's really good but doesn't look tacky. Maybe try using some red lipstick if you're feeling bold...or some iridescent powder like Dandelion from Benefit. Hope this helped!
this is a great video, must watch!!
